Research Base for Cyberspace Governance and Rule of Law in Digital Economy launched

Co-established by China Behavior Law Association, China Institute of Communications, NingboTech University and Zhejiang University (Ningbo Campus), the Research Base for Cyberspace Governance and Rule of Law in Digital Economy was officially launched in Beijing on October 10th. Nearly 100 well-known experts at home and abroad had in-depth discussions about frontier issues in the field of cyberspace governance and digital economy, and a major research report which was jointly completed by Chinese and foreign economists, including four Nobel laureates in economics, was released during the ceremony.

Presided over by HU Zhengyu, Secretary of the Communist Party Committee of NingboTech University, the launching ceremony was attended by FENG Jianbo, Deputy Secretary of the Communist Party Committee of NingboTech University, SHAN Shitao, deputy head of Zhejiang University (Ningbo Campus), JIANG Shuping and SUN Ganghui of Cyberspace Administration of Ningbo, WANG Chunhui and ZHANG Wenxiang, Director and Executive Director of the research base, and Associate Professor LU Jianfeng.

In his message to the ceremony, JIANG Bixin, Director of the Academic Committee of China Behavior Law Association, noted that the seminar, coordinating with the national strategy of comprehensively advancing the rule of law in China, the cyberspace security strategy and the plan for the construction of a "digital China", would surely offer intellectual support as China strives to put in place a legal system for cyberspace governance and digital economy and to modernize the governance system and capabilities of cyberspace and digital economy.

Peter Major, Chairman of the United Nations' Commission on Science and Technology for Development, congratulated on the launch of the research base when addressing the ceremony via video. He also strengthened the importance of conducting research on the rule of law in cyberspace security and data protection in view of the increasingly valuable data and more frequent cyber attacks and data breach in today's world.

DONG Zhiliang, head of China Behavior Law Association, said the seminar couldn't have come at a better time. China has stepped up its data protection and made huge progress in legislation in cyber security and data security, and will soon see enormous economic results yielded by China's huge data. He hoped that the research base could become an influential think tank serving the Yangtze River Delta and beyond.

DU Guangda, deputy head of the Cyber Security Administration under the Ministry of Industry and Information Technology, suggested that the strategic opportunity brought about by the rapid development of digital economy should be seized and that efforts should be made to establish a science-based and effective data governance system so as to guarantee the rule of law and security of digital economy.

ZHANG Yanchuan, Vice Chairman of the Council of China Institute of Communications, hoped that the base could conduct targeted research on frontier issues in line with national needs like digital rule of law, cyberspace governance and digital economy transformation so as to offer intellectual support to the sound development of cyberspace governance and digital economy.

ZHUO Zeyuan, Vice Chairman of China Law Society, shared with attendees his understanding of the right to information in the field of digital economy and data governance and stressed that to explicitly specify and protect Chinese citizens' right to information is of great significance.

WEN Jian, Deputy Secretary-General of China Institute of Communications, moderated the keynote speech session. SHI Jianzhong, Vice President of China University of Political Science and Law, HUANG Xiping, Vice Chairman of the expert panel for the United Nations' International Telecommunication Union, HU Jianmiao of the Party School of the Central Committee of CPC, GUO Junxiu of China Eastern Airlines Co., Ltd., SHEN Weixing, Dean of Tsinghua University's School of Law, CHEN Long, President of Luohan Academy, and WANG Chunhui, Director of the research base, delivered keynote speeches on frontier issues.

The research base is aimed at training professional researchers specializing in cyberspace governance and the rule of law in digital economy by connecting universities and research institutions at home and abroad.
