Prof. WANG Chunhui delivers a lecture on cyberspace and its security

Prof. WANG Chunhui, legal expert in information technology and digital economy, professor of Zhejiang University, doctoral supervisor, Director and chief expert of the Research Base for Cyberspace Governance and Rule of Law in Digital Economy, reported on cyberspace and its security on October 25th.

Presiding over the event, HU Zhengyu, Secretary of the Communist Party Committee of NingboTech University, gave a brief introduction to Prof. WANG's research interest and academic achievements, and hoped that the Research Base for Cyberspace Governance and Rule of Law in Digital Economy, which is based in the university, could contribute to cross-disciplinary development and serve national strategies under the leadership of Prof. WANG.

Co-established by China Behavior-Law Association, China Institute of Communications, NingboTech University and Zhejiang University (Ningbo Campus), the research base aims to promote rule of law in cyberspace, nurture new advantages of digital economy and train modern professionals specializing in digital law by incorporating the science of law in the modern era with the new generation of information and communication technology and by synergizing with national strategies.

Prof. WANG, having long been engaged in study of frontier issues like cyber security and governance, personal information protection, data security, telecommunications legislation and rule of law in digital economy, has published ten monographs and over 160 papers and has been involved in the consulting and revision of several laws and regulations including the Cybersecurity Law of the People's Republic of China. He participated in the deliberations of International Telecommunication Regulations and international digital trade law organized by International Telecommunication Union (ITU) and United Nations Commission on International Trade Law (UNCITRAL). He serves as Deputy Director of the Academic Committee of China Behavior-Law Association, head of the Institute of Digital Economics of the United Nations World Silk Road Forum, legal expert of UNCITRAL, member of the expert committee of the Ministry of Industry and Information Technology, etc.

Prof. WANG focused his lecture on the constitution of international cyberspace, the United States' three major strategies related to cyberspace, rules governing the cyberspace governance, ethics and rule of law, etc. He further elaborated on the notion that the development of digital economy should not only be greatly promoted but also strictly regulated. He then shared with attendees his views about how to improve market access system, censorship and regulatory systems to achieve fair competition. He also introduced the background against which the internet is developing and hidden security risks along the way and put forth ways to innovate and develop the internet. He analyzed how China could take part in the formulation of international telecommunication rules and how the international law could be applied to cyberspace by citing his own experiences. He believed that in the era when software defines the world, personal information should be judged and used under the principles of integrity and good faith, data compliance be realized, and a goodwill-based algorithm be promoted to achieve rule of law in cyberspace. He concluded his lecture by strengthening the importance of studying cutting-edge and cross-disciplinary areas, choosing appropriate ways of learning and applying what is learned into practice.
