The 34 members of the International Law Commission for a five-year term beginning on January 1st, 2023 (until December 31st, 2027) were elected by secret ballot at the 76th session of the UN General Assembly held on November 12th, with 12 candidates from the Asia-Pacific states competing for a total of eight seats. Ambassador HUANG Huikang, Director of International Law Advisory Committee under the Ministry of Foreign Affairs of the People's Republic of China, was re-elected for another quinquennium term. Ambassador HUANG was just appointed Director of the Advisory Committee on the Construction of Law Major of the School of Media and Law, a move which would greatly promote major and discipline construction and talent introduction as well.
Dr. HUANG, an expert in international law, has a wide knowledge of and a lot of experience in international law practice and diplomacy. First elected member of the International Law Commission in July, 2010, he was re-elected in 2011, 2016 and 2021 respectively. He has made great contribution to the routine work of the Commission during his tenure. He obtained professional titles of lecturer, associate professor and professor in Wuhan University, where he had been engaged in international law teaching and research, and has later served as a legal adviser, special representative for climate change negotiations, Director-General of the Department of Treaty and Law, Ambassador of China to Malaysia, etc. ever since he entered the Ministry of Foreign Affairs. Having participated in many important international conferences and bilateral and multilateral negotiations on legal affairs on behalf of the Chinese government, he has rich experience in legal affairs of international organizations.
