Lin Chengliang, secretary of the Communist Party Committee of the Business School and executive dean of the School, interpreted the report of the municipal Party Congress by focusing on the city's economic development on Ningbo TV's "Focus on the Party Congress" on February 25.

Lin noted that in light of Ningbo's advanced economic and social development, the report proposed to turn the city into a modern coastal metropolis that is dependent on the ocean and with Chinese (Ningbo) characteristics, thus charting the new course for Ningbo's future economic and social development. The integrated development of "port, industry, city and culture" is viewed as a strategic move in the endeavor to build a modern coastal metropolis. It is believed that the report may herald a complete shift in Ningbo's development strategy.
